Student Professional Liability Insurance Fee - Executive Order Number 986

Attached is a copy of Executive Order Number 986, which establishes a Category III Student Professional Liability Insurance fee for allied health, nursing or education programs that include a practicum, fieldwork or student teaching experience. This policy supersedes any other student liability insurance program currently being used by a campus.

CSU Risk Management Authority will bill each campus for their total premium deposit, based on student enrollment numbers provided by Analytic Studies. The fee authorized by this Executive Order may be charged to recover that cost, but is not required. The fee can only be charged to students who will be covered by this policy.

In accordance with policy of the California State University, the campus president has responsibility for implementing executive orders where applicable and for maintaining the campus repository and index for all executive orders.

This executive order is issued under the authority granted by Education Code Sections 89035 and 89700, Standing Orders of the Board of Trustees, Chapter II, i, and Board of Trustees' Resolution RFIN 03-04-00, and consonant with Executive Order Number 740. Effective August 24, 2006, campus presidents, after consultation with the student fee advisory committee, are authorized to establish a Category III Student Professional Liability Insurance Fee. The Student Professional Liability Insurance fee will cover the cost of providing a Systemwide Blanket Student Professional Liability Insurance policy to students enrolled in allied health professions, nursing and teaching or education programs that require fieldwork for course completion. The 2006/07 fee is set at a rate of $16 per student for coverage over the full college year, an amount equal to the premium cost inclusive of taxes and fees. Risk Management will inform campuses annually of any change in the price of the premium for this policy. Future adjustments to the Student Professional Liability Insurance Fee should be processed consistent with the CSU Student Fee Policy, Executive Order 740 and at no time shall the fee exceed the premium cost inclusive of taxes and fees. In accordance with Education Code Sections 89721(l) for state supported programs revenue should be deposited in a local trust, and Education Code Section 89704 and 89721(i) revenue collected from Extended Education and Special Session fees may be deposited either in the State University Continuing Education Revenue Fund in the State Treasury or in a local trust account.
