Attached is a copy of Executive Order No. 975 relating to the policy governing the CSU English Language Examination.

In accordance with policy of the California State University, the campus president has the responsibility for implementing executive orders where applicable and for maintaining the campus repository and index for all executive orders.

Policy Governing the English Language Examination

As required by Sections 40752.1, 40802.1, and 41040 of Title 5 of the California Code of Regulations, campuses of the California State University require that English competence be established by applicants for admission who have not attended for at least three years an education institution at the secondary level or beyond where English is the principal language of instruction. Most frequently, such students document competence in the English language via results on the Test of English as a Foreign Language (TOEFL). This test (TOEFL) has been and is available in three scoring formats. Provided below are the CSU minimum scores for each TOEFL total score format:   Paper-based Computer-based Internet-based (iBT) Undergraduate 500 173 61 Graduate 550 213 80 Campuses may establish higher minimum scores for the various TOEFL formats. With appropriate consultation of Chancellor's Office staff and appropriate campus authorities, the use of other examinations of English competence can be used to meet the relevant Title 5 requirements. Appropriate campus authorities may elect with proper consultation to utilize or not utilize the various sub-scores of the TOEFL based upon the specific curricular needs of the various CSU academic programs.
