Attached is a copy of Executive Order 1091, which authorizes California State University, Bakersfield to establish a Category II mandatory Campus Programming and Spirit Program Fee.

In accordance with policy of the California State University, the campus president has responsibility for implementing executive orders where applicable and for maintaining the campus repository and index for all executive orders.

Title:

Campus Programming and Spirit Program Fee

 

This executive order is issued pursuant to Education Code Section 89035 and Board of Trustees Standing Orders, Section II(i) and consonant with Executive Order 1054.

Effective summer quarter of the 2013 academic year, California State University, Bakersfield is authorized to establish a mandatory Campus Programming and Spirit Program Fee at the rate of $15 per quarter, or $45 per academic year.

Revenue from this fee will go toward the following designated priorities which comprise the campus’ spirit enhancement endeavors:

The fee will be assessed to increase student involvement in campus life and school spirit activities along with the development of programming intended to enhance the overall campus climate at the Bakersfield campus. Campus constituencies will be consulted on the oversight of revenues received from this fee and the campus will develop a plan for outcomes and accountability to ensure proper management of fee revenues.

Board of Trustees fee policy requires that the revenue generated by this fee be reviewed annually by the student fee advisory committee and reported to the Chancellor’s Office in the annual campus fee report. If balances exist without an expenditure plan, the campus may be asked to reduce or suspend the fee until such time that all balances are spent on the priorities indicated in this executive order.

Any future increases to the fee must match actual cost increases for services provided.
If at any time revenues from this fee significantly exceed expenditure need, the fee rate should be frozen and/or adjusted accordingly. Fee rates should always align with a specific expenditure plan approved in accordance with CSU Fee Policy. The president is delegated authority under Executive Order 1054 to increase, decrease, freeze, suspend or eliminate this fee as needed.

In accordance with Section 89721(l) of the Education Code, revenue collected from student fees shall be deposited in a local trust account.
