Richland Middle School, Shafter High School, and California State University Bakersfield (CSUB) have forged a partnership (its acronym is RCS) to help students successfully complete the California High School Exit Exam (CAHSEE), finish their high school degree, and be prepared to pursue a university degree. The middle school and high school teacher, the university faculty, and the administrators have worked on the grant since November 2000. Each partner is confident for its prospects for success.

The RCS Partners hip has adopted a multi-pronged approach. Its core approach will involve middle and senior high school faculty in a curricular alignment effort to ensure the 6th grade through 9th grade courses are designed and have content that enables student to pass the CAHSEE. Along with the alignment effort will be a year-long series of in-services that will showcase new pedagogies for use in those classes, examine learning styles and how to organize classes to accommodate different styles, and address many other topics. A second prong will be to involve the parents and the community of Shafter in creating an atmosphere that encourages and supports the students to pass the CAHSEE and to prepare for university study. A final prong will be the provision of various means of support and assistance. CSUB will employ its students as tutors and mentors. The partnership will engage Shafter residents to also mentor the high school students about the importance of completing a college preparatory curriculum.

The RCS Partnership promises to be a model that successfully works with limited English speaking population that comes from lower economic circumstances. This model will be useful to many other institutions throughout California.
