FlexCash Plan and
Tax Advantage Premium Plan (TAPP)
FlexCash Plan
Eligible Employees
must enroll in FlexCash within sixty (60) days of employment, or
reemployment if there has been a break in service of more than thirty
(30) days.
If FlexCash enrollment forms are received by the State
Controllers Office by the 10th of the month, the effective
date of the plan is the first of the following month. Forms received
after the 10th delay the effective date to the first of the second
month following appointment.
Employees are required to reenroll in FlexCash every
open enrollment to participate during the following calendar year.
The FlexCash Plan is subject to certain enrollment
restrictions.

Tax Advantage Premium Plan (TAPP)
Enrollment in TAPP for new employees is automatic.
Employees not wanting to participate in TAPP must notify their Human
Resources Office within sixty (60) days of becoming eligible or
during the open enrollment period.
Participation in TAPP is ongoing unless the employee chooses to
cancel. Open enrollment is held every SeptemberOctober for
participation in the following calendar year. There are certain
enrollment restrictions with TAPP.

Enrollment Restrictions
Once an employee makes an election to participate in either the
FlexCash Plan or TAPP, participation cannot be changed or cancelled
until the next open enrollment unless there is a change in status
event. Employees experiencing a change in status event may change,
start, or stop participation by filing the appropriate form within
sixty (60) days of the change in status event.
An employee who is on leave of absence without pay, temporary disability
compensation, non-industrial disability leave, industrial disability
leave, or other non-pay status may not enroll in either plan while
in such status. However, the employee may enroll within sixty (60)
days of returning to active status provided that he/she would otherwise
have been eligible to enroll during the non-pay status.
