Reconsideration of the Student Administration Component of CMS

RESOLVED: That the Academic Senate of the California State
University support the sentiments expressed in the CMS Petition signed by CSU
campus senate chairs and other faculty leaders (attached); and be it further
RESOLVED: That the Academic Senate CSU express its continued
concern about the fiscal and functional impact that implementation of the CMS
Student Administration module may have on some campuses' instructional programs;
and be it further
RESOLVED: That the Academic Senate CSU commend the Chancellor's
Office for its action of Spring 2004 allowing individual campuses to postpone
implementing some CMS modules due to budget constraints; and be it further
RESOLVED: That the CSU Chancellor's Office provide an
impartial cost-benefit analysis of implementing the CMS PeopleSoft Student
Administration module to those campuses that have yet to do so; and be it further
RESOLVED: That the Academic Senate CSU urge the Chancellor's
Office to give individual campuses discretion on the basis of this cost-benefit
analysis, whether to implement the CMS Student Administration module; and be it
further
RESOLVED: That the Academic Senate CSU urge campus presidents
and senate chairs to ensure that implementation decisions on the CMS Student
Administration module be made in a consultative manner through the campus shared
governance process.
RATIONALE: The recent uncertainty of state funding has
resulted in substantial pressure on enrollment management resources on many CSU
campuses. These pressures place additional burdens on student administration
systems and software. The absence of a clearly defined funding source to support
the CMS system would increase the continuing budgetary burden on already
inadequately funded campuses. Finally, it is uncertain that the CMS Student
Administration module has improved functionality over systems already in place
on campuses.
