CSU Budget Flexibility

RESOLVED: That the Academic Senate of the California State
University (CSU) request that when-due to the current state budget
deficit-reductions in the CSU budget are mandated, the Governor and the
State Legislature not identify specific or targeted budget reductions,
but rather, place the responsibility on the CSU for implementing those
reductions; and be it further
RESOLVED: That copies of this resolution be distributed to the
Governor, all State Legislators, the Chancellor and the Board of Trustees,
and other pertinent State officials.
RATIONALE: Specified and/or targeted budget cuts often have
unintended and adverse consequences. For this reason, reductions in the
CSU budget need to be carefully implemented so as to minimize any
detrimental effects on its ability to educate the students of California.
Moreover, since budget decisions are often finalized after the student
enrollment commitments for the following year have already been made, it
is necessary that the CSU have the greatest flexibility in allocating
its funds.
