Campus Consultation with Faculty before Establishing Enrollment
Targets and Enrollment Management Policies for an Admissions Cycle

RESOLVED: That the Academic Senate of the California State University urge
the Trustees and the Chancellor of the California State University (CSU) to establish
as CSU policy the following:
- The presidents of the individual campuses shall consult with the Academic Senate
of their campuses each year before developing enrollment targets and enrollment
management practices implications for the next admission cycle.
RATIONALE: Section 3561(b) of HEERA (Higher Education Employer-Employee
Relations Act) recognizes that joint decision making and consultation between the
administration and the faculty are central to the mission of the California State
University (CSU). It has long been the policy of the CSU that faculty have primary
responsibility for curriculum. Admissions and enrollment management are so closely
connected to curriculum and the academic programs of the university that the policy of
the CSU should recognize the role of faculty in these areas.
