Maintaining Access for Older Students

RESOLVED: That the Academic Senate of the California State University urge the Chancellor and the Board of Trustees to oppose any form of "age-rationing" for admission to the California State University System.
RATIONALE: A draft report recommending rationing public higher education was released by David W. Breneman of the San Jose-based California Higher Education Policy Center to the California Postsecondary Education Commission (CPEC). Breneman recommends giving enrollment priority to students between ages 17 and 24. Discriminating against older students in admissions would have a negative impact on the quality of learning for all students and on the needs of re-entry students and the classroom and campus environment.
