Fluency in Higher Education Act

RATIONALE: SB 400 imposes an annual evaluation of faculty for oral and written fluency. Faculty hiring procedures of the CSU require a determination of oral and written English proficiency at the time of appointment. Requiring annual evaluations thereafter imposes an intrusive burden on all faculty and differential and discriminatory standards for those whose second language is English.
