Support for Special General Fund Budget Status for Higher Education

WHEREAS, Increasing demands on the state of California general fund budget have been brought in recent years, propelled by policy choices to limit both taxes and spending, and at the same time to increase spending such as for corrections; and
WHEREAS, Increasing demands on the state general fund budget have had the effect of reducing the proportion of the state general fund budget allocated to the California State University and to its sister institution of public higher education, the University of California; and
WHEREAS, Certain other functions supported by the state general fund budget now enjoy protected status as allocation decisions are made during annual budget cycles, most notably education from kindergarten through the community college level; and
WHEREAS, The provisions of Proposition 98, which have secured for K-14 education protected status within the state general fund budget, are now generally proposed to be extended to public higher education through the provisions of ACA 25 (Woodruff): Postsecondary Education: Minimum Funding; and
WHEREAS, The citizens of California would be well served by ensuring the adequacy of state general fund support for public higher education, at least to a minimum level, as is proposed in ACA 25 (Woodruff): Postsecondary Education: Minimum Funding; therefore be it
RESOLVED: That the Academic Senate of the California State University endorse ACA 25 (Woodruff): Postsecondary Education: Minimum Funding, which would extend to public higher education a protected status within the state general fund budget as annual budget cycles occur in California; and be it further
RESOLVED: That the Academic Senate CSU encourage the Chancellor, the Board of Trustees, presidents, campus senates, faculty, students, alumni/alumnae, and friends of the California State University to join with it in supporting ACA 25 (Woodruff): Postsecondary Education: Minimum Funding.
