Response to the Draft Telecommunications Plan,“Leveraging The Future: the Telecommunications Plan for the CSU”

WHEREAS, The Academic Communications Network Committee of the Academic Information Resources Council has produced a draft document entitled, Leveraging The Future : The Telecommunications Plan for the CSU (January 1994) which seeks to define the course of telecommunication planning for the California State University over the next three to five years; and
WHEREAS, A principal objective of telecommunications planning is to devise ways of providing systemwide instruction to students using new technology; and
WHEREAS, The Academic Senate of the California State University welcomes appropriate and prudent investigation of the potential uses of technology to broaden educational opportunities for the citizens of our state; and
WHEREAS, By statute (AB 1091: The Higher Education Employee Relations Act), the Academic Senate CSU is the formal policy-recommending body in matters of CSU curriculum, academic standards and systemwide planning; and
WHEREAS, The drafters of the document have invited comment from the Academic Senate CSU and the CSU campus senates; and
WHEREAS, The nature and number of these comments are such as to constitute a list; therefore be it
RESOLVED: That the Academic Senate of the California State University urge the Academic Communications Network Committee that in producing subsequent drafts of the telecommunications plan Leveraging The Future: The Telecommunications Plan for the CSU (January 1994), they consult extensively with academic governance bodies including the Academic Senate CSU; and be it further
RESOLVED: That the Academic Senate CSU recommend to the Academic Communications Network Committee that in subsequent drafts of the document Leveraging The Future: The Telecommunications Plan for the CSU (January 1994), the committee address the academic policy, curricular, faculty, and fiscal issues listed in the attachment to this resolution; and be it further
RESOLVED: That the Academic Senate CSU instruct its chair to remind all constituencies of the Academic Senate’s statutory responsibility in policy regarding curriculum, academic standards, and systemwide planning.
