GRADUATION WRITING ASSESSMENT REQUIREMENT (GWAR):
CERTIFICATION OF TRANSFERABILITY

WHEREAS, A Graduation Writing Assessment Requirement (GWAR) was established by Executive Order 514; and

WHEREAS, Under the provisions of EO 514, GWAR is defined as the demonstration of competence in writing skills at the upper division level; and

WHEREAS, EO 514 provides that certification of writing proficiency may rely on a variety of types of evidence (e.g., written course work, essay examinations or other measures of student writing); and

WHEREAS, EO 514 further provides that "Measures (for certification of writing proficiency) may be developed which best fit individual campus needs"; and

WHEREAS, Students who have satisfied GWAR at one CSU campus may transfer to another CSU campus and there is a need to establish conditions for certification of transferability; and

WHEREAS, The Academic Senate of the California State University expects all campuses of the CSU to maintain comparable academic standards; and

WHEREAS, The Academic Senate CSU recognizes that the faculty at each campus includes members qualified to assess the level of competence specified as meeting GWAR; and

WHEREAS, A CSU Advisory Committee on Writing Skills and the CSU English Council have proposed substantively different amendments to EO 514 in the matter of transferability of certification; and

WHEREAS, The CSU Advisory Committee on Writing Skills and the CSU English Council are agreed on other proposed amendments to EO 514 dealing with the following matters:

a. a matriculation requirement for the GWAR;

b. provision for requiring additional advanced-level

writing proficiency for graduate programs;

c. provision for systemwide periodic review of camps

GWAR programs.

WHEREAS, The amendment to EO 514 proposed by the CSU Advisory Committee on Writing Skills would prescribe the measures for certification for which transferability shall be guaranteed and would allow campuses to continue to reject certification by other measures deemed appropriate by campus faculty; and

WHEREAS, The amendment to EO 514 proposed by the CSU English Council would guarantee transferability of certification by any CSU campus and is consistent with the initial intent of EO 514 and with the principles and purpose articulated by the CSU in this resolution; therefore be it

RESOLVED: That the Academic Senate of the California State University endorse the amendments proposed by the CSU English Council on the matter of reciprocity of certification of the Graduate Writing Assessment Requirement (GWAR) among CSU campuses; and be it further

RESOLVED: That the Academic Senate CSU endorse the amendments to Executive Order 514 (Graduation Writing Assessment Requirement) that guarantee transferability of certification proposed by the CSU Advisory Committee and the CSU English Council on the matters of matriculation, additional graduate program requirements, and systemwide review of campus GWAR programs; and be it further

RESOLVED: That the Academic Senate CSU recommend to the Chancellor that Executive Order 514 (Graduation Writing Assessment Requirement) be amended as recommended by the CSU English Council.
