WHEREAS, In 1977, the authority to campuses to approve options, concentrations,
special emphases, and minors in designated academic subject categories delegated in
E.O. 283 was limited to relatively few subject categories; and
WHEREAS, E.O. 283 further limited the scope of authority to approve options,
concentrations, and special emphases within degree programs in approved subject areas
by restricting approval authority to certain options, concentrations, and special
emphases; and
WHEREAS, The limitations in E.O. 283 were unnecessarily restrictive; and
WHEREAS, Since 1977, the number of subject areas in which various California
State University campuses offer degree programs has greatly increased; and
WHEREAS, Curriculum is the responsibility of campus faculty who have the
expertise to develop and evaluate the list of course requirements for new options,
concentrations, special emphases and minors; and

WHEREAS, The draft version of E.O. 283 delegates authority to campuses to
approve all minors; and
WHEREAS, The draft revision removes the requirement that options,
concentrations, or special emphases must share a core of five courses (for
undergraduate programs) or three courses (for graduate programs) with other options,
concentrations, or special emphases in the degree program; therefore be it
RESOLVED, That the Academic Senate of the California State University endorse
the February 26, 1993 draft revision of E.O. 283 on Delegation of Authority -
Authority to Approve Options, Concentrations, Special Emphases, and Minors in
Designated Academic Subject Categories.
