When the ITL Request for Proposals to develop Learning Outcomes was initially distributed, a cursory survey of four or five of the art departments at the larger CSU campuses in Southern California revealed that practically none of them had developed a comprehensive set of student outcomes. Although all of the responding schools were aware of the initiative to develop student outcomes, and related assessment, most of their efforts were currently in process. In response to this general need, and the support of the Chancellors Office, a proposal was developed to discuss outcomes in Art and Design through a meeting of the 12 CSU campuses in the southern region of California.
With the approval of this proposal, all campuses were contacted by letter on January 12, 1999, inviting them to participate in this initiative. Campuses invited to this meeting included: CSU San Luis Obispo, CSU Fresno, CSU Bakersfield, CSU Northridge, CSU Los Angeles, Cal Poly Pomona, CSU San Bernardino, CSU Long Beach, CSU Dominguez Hills, CSU Fullerton, CSU San Marcos, and San Diego State University. Follow-up telephone calls, and a subsequent letter on March 9, 1999, attempted to confirm participation. At this point, only CSU Dominguez Hills declined to participate in the meeting. Packets and materials were generated, and hotel reservations and other arrangements were finalized for the attendees.
In the week preceding this meeting, scheduled for April 9, 1999, the CSU bargaining agent, CFA, voted down the faculty contract. This had an effect on attendance. CSU Bakersfield indicated that they voted not to work on any Cornerstones initiatives, and as such would not attend. The scheduled representative from CSU Long Beach, Professor Jay Kavipil, stated that as an officer of his campus Academic Senate, he could not attend on principle. The representative from CSU Fresno declined to come too late to cancel his hotel reservation which still had to be paid. On the day of the meeting, the two representatives from CSU San Marcos who had confirmed their attendance failed to show up.
The meeting on Learning Outcomes in Art and Design convened on
April 9, 1999, at the Student Union Building on the campus of California State University Los Angeles. Ten faculty, representing seven campuses, attended and contributed to the development of draft learning outcomes. Many faculty brought their department and campus mission statements, and related objectives and outcomes as developed. The presentations and discussions were productive. Each campus representative understood that the recommended group outcomes were for general information and that campuses still had the authority to develop their own specific outcomes independently.
The participants reviewed grading rubrics from the Advanced Placement Studio Art Portfolio standards of the College Board and considered goals and outcomes from the Art and Design programs of the following CSU campuses:
CSU Dominguez Hills
CSU Fullerton
CSU Los Angeles
CSU Monterey Bay
CSU Northridge
CSU San Bernardino
San Diego State University
Additional materials and models were also considered. The meeting adjourned with a consensus of accomplishment and success.
