
CSU Enrollments Drop Slightly from
Previous Year's Historic Highs

California
State University enrollment decreased in fall 2004. The headcount enrollment figure of 397,035 students is 11,911
lower than the milestone enrollment of 408,946 students recorded in fall
2003. The drop represents a decrease
of nearly 3 percent, but is gentler than expected in January 2004, when the
state's budget proposed cutting $240 million to the CSU. Then, the CSU
announced that if the cuts were implemented as proposed, it would have to
reduce enrollment by 20,000 students.
At the
end of July, state policymakers reached a budget agreement that included
$40.3 million more than originally anticipated. Of that, $33.3 million will
be used to serve additional 7,500 students that will be admitted in spring
2005. On balance, the 3 percent drop in fall 2004 enrollments mirrors the
3.13 percent reduction in state funding allocated to support 2004-05
enrollments.
Despite
the net drop in students across the CSU System, five sites recorded
enrollment increases over their fall 2003 numbers. The largest annual gains were at Channel Islands (up 529),
Chico (up 218 students), Monterey Bay (up 185 students), and Fullerton (up
152 students). The other campuses with annual gains were San Jose (up 112
students) AND Maritime Academy (up 61 students).

Another
way to gauge enrollments is to convert student headcounts into full-time
equivalent students (FTES). Dividing
total student credit units attempted by 15, the normative workload for
students pursuing a degree in 4 years, generates the number of FTES associated
with any observed enrollment. The
current number of FTES is 317,220; so the annual drop in FTES from the prior
Year was 4,386, or a 1.36 percent decline.
The
smaller proportional loss in FTES reflects the higher average workload in
fall 2004 (12.0 units vs. 11.8 units). Since the average CSU student now
enrolls in 12.0 units, the minimum workload for full-time students on
financial aid, the current number of FTE, is fourth-fifths the size of the
397,035 headcount.
The
two graph lines in the chart displayed above indicate the relationship
between enrollment numbers and FTES, and they illustrate the enrollment trend
from fall 1995 to fall 2004. Tables 1
and 2, shown on the next page, list the exact systemwide numbers used to plot
the lines and they list campus-specific numbers.
Again
this year, Long Beach recorded the highest campus enrollment for the system
(33,479). However, San Diego still
leads in FTES ((26,769). Fullerton
and Northridge continue move closer to the enrollment levels exhibited at
Long Beach and San Diego.
